Where the waste sits in a procedure
When you map a complete file, the same finding always turns up, and it's an uncomfortable one: the effective work is measured in minutes and the total wait in weeks.
Nearly all of it is queueing between desks.

And notice who pays for the most expensive waste. The administration doesn't pay for it. The citizen does: in journeys, in time, and in not knowing what's happening with their case.
What changes when you apply it
You measure the wait as the citizen lives it, not each department's productivity separately. Almost everything else comes out of that change of view.
You attack the defect at source. A badly designed form that gets half the applications sent back generates more load than anything else. Fixing that form is worth ten extra staff.
You respect the person at the counter. The respect-for-people pillar applies here just the same: the person at the window knows exactly what's broken. And almost nobody asks them.
The bridge to 2026
I've spent years working with administrations and European institutions on industrial programmes, and there's a lesson that travels in both directions.
The part of a process nobody measures is the part that eats the lead time.
In administration it's the queue between desks. In your plant it's the time the piece spends waiting between operations. And in both cases the reason it isn't measured is the same: it happens between owners. Everybody measures their own bit and nobody measures the gap.
When the process records its own transition times on its own — not each task, but each wait — that blind spot disappears.
And nearly always the same thing happens: it turns out the problem wasn't where you'd been investing for years.
